Programe Accountability usually involves 4 high level processes and depending on the organisation this could run concurrently or in phases

With governance the creation and delivery of programme and project plans included the agreed scope, prioritisation of transition activities driving through the business case completing the project definition document to include copex and opex spend, alignment to the in flight portfolio plan and producing the risk managament and mitigation  docs. This is just a high level approach as you can imagine each company is different and the consultancy offered will depend on the complexity of each scenario.
